The plan would raise legislative salaries from roughly $18,000 annually to about $50,000, a jump critics describe as a 178%–nearly 300% increase, depending on calculations. Supporters argue the current pay structure — unchanged since the 1980s — limits who can afford to serve in public office, while opponents say the move contradicts messaging centered on lowering costs for working families.

Democrats say the broader budget includes affordability measures such as housing investments, childcare funding, minimum-wage increases, and healthcare spending aimed at easing financial pressure on Virginians. Republicans, however, blasted the proposal as poorly timed, noting smaller raises for teachers and state workers compared with lawmakers’ pay hike.
