A tiny puppy rescued during a police investigation has become the face of a growing campaign for stronger animal protection laws after veterinarians discovered a deeply concerning list of injuries that rescuers described as “as serious as it gets.”

Amber, a young puppy from Iowa, was found by Des Moines police during a domestic violence investigation and immediately taken for urgent veterinary care.

What doctors discovered left even experienced animal welfare workers stunned.

The small puppy was found with a fractured jaw, two broken leg bones, and a severely damaged eye. Veterinarians also determined that one of the injuries had already begun healing, raising concerns that the harm may not have been a one-time incident.

Despite the extent of her condition, Amber’s gentle nature has remained remarkably intact.

Advocates point out that Iowa is currently the only state in the nation without a first-offense felony animal abuse law and ranks near the bottom nationally for animal protection legislation.
