A tiny puppy rescued during a police investigation has become the face of a growing campaign for stronger animal protection laws after veterinarians discovered a deeply concerning list of injuries that rescuers described as “as serious as it gets.”

Amber, a young puppy from Iowa, was found by Des Moines police during a domestic violence investigation and immediately taken for urgent veterinary care.

What doctors discovered left even experienced animal welfare workers stunned.

The small puppy was found with a fractured jaw, two broken leg bones, and a severely damaged eye. Veterinarians also determined that one of the injuries had already begun healing, raising concerns that the harm may not have been a one-time incident.

Despite the extent of her condition, Amber’s gentle nature has remained remarkably intact.

Rescuers say the puppy still eagerly seeks affection, enjoys playing with her toys, and approaches people with trust — a response that has deeply moved everyone involved in her recovery.

The Animal Rescue League of Iowa is now urging lawmakers to pass legislation that would make extreme acts of animal abuse a felony on the first offense. While the proposal has already passed the Iowa House, supporters say it remains stalled in the Senate.

Advocates point out that Iowa is currently the only state in the nation without a first-offense felony animal abuse law and ranks near the bottom nationally for animal protection legislation.
