Four-month-old Luna Babers should have been surrounded by love, safety and the people who cared for her.

Luna was found unresponsive inside a dumpster near the Pueblo Del Rio housing complex on the evening of September 28. Emergency responders took her to a hospital, where she was pronounced dead.

Luna had been cared for by her foster grandparents, Laura Lacy and Herman Johnson, who said they had looked after the baby since she was around two weeks old.

On the evening before Luna was found, the grandparents had brought her to the apartment where her biological mother, 19-year-old Takiyah Babers, had been staying.
