A new development has emerged in the killing of 22-year-old Penn State student Billy Schmidt, as a 19-year-old man linked to the case was identified as a person of interest in a separate vehicle theft involving an off-duty Philadelphia police officer.

Schmidt was shot and killed in South Philadelphia around 1:30 a.m. on June 6, 2026. Investigators have been treating the incident as a suspected cellphone robbery.

Two 16-year-olds, Azzubair Outen-Fleming and Kaiseem Smith, were subsequently sought by authorities in connection with Schmidt’s death. Both were either arrested or turned themselves in by early July.

The case took another turn on August 10, when authorities identified 19-year-old Kadafi Fleming, who is linked to the Schmidt investigation, as a person of interest in the alleged theft of a vehicle belonging to an off-duty Philadelphia police officer.

According to police, the vehicle theft led to an exchange of gunfire between the off-duty officer and the individuals allegedly involved in taking the car.

However, authorities have not charged Fleming with shooting at the officer. At this stage, he is considered a person of interest, rather than someone formally accused of the shooting.

Fleming subsequently turned himself in to Philadelphia police on August 11, according to authorities.
