Stephen Andres, 42, and Tara Andres, 44, of Lackawanna, New York, have been indicted on felony animal cruelty and child endangerment charges after investigators uncovered deeply concerning conditions inside their home.

According to authorities, the investigation began when Stephen contacted the SPCA requesting assistance with the removal of a dog that had died inside the residence.

Inside the home, they discovered Bones, a 10-month-old puppy that investigators say was found in critical condition after experiencing prolonged neglect. Sadly, Bones did not recover despite efforts to get veterinary care.

This severely undernourished puppy had been left behind at a Clayton County home after the owners moved out, without food or water.

A veterinary examination later determined that the most likely cause was the effects of long-term, severe malnutrition resulting from prolonged neglect.

Nearby was Diamond, a seven-year-old dog who was still alive but in an extremely weakened state. Rescuers quickly stepped in to provide emergency veterinary care, and after weeks of treatment and recovery, Diamond has since been placed in a loving new home.

Authorities also found a child living in the same hazardous environment, leading prosecutors to file additional child endangerment charges.

Investigators described the home’s condition as unsafe for both people and animals, prompting immediate intervention.

The couple has since been released under court supervision while the criminal case moves forward. As part of the legal proceedings, they have been ordered not to own or have custody of animals.

While the investigation continues, the outcome for the two dogs could not have been more different.

Bones never had the opportunity to experience the happy life every puppy deserves.

Diamond, however, has been given a fresh start—surrounded by care, safety, and a family ready to give her the love she had long been missing.

Animal welfare advocates hope the case serves as an important reminder that signs of neglect should never be ignored, and that timely intervention can make all the difference for vulnerable animals and children alike.
