MIDDLESBROUGH, UK — What initially appeared to be a devastating motorway collision has become the center of a much wider investigation after authorities began examining a series of incidents connected to the events surrounding the A66 tragedy.

Seven people died in the crash, including two Cleveland Police officers and five young men who were traveling in a Volkswagen Passat.
