Pamela Cisneros’ mother has one question she cannot let go.

As several NYPD officers surrounded her daughter in the middle of Times Square, the situation had already become terrifying. Cisneros was allegedly holding two large knives after two strangers had been attacked only moments earlier.

But when officers’ Tasers failed to stop her and she moved toward them, two officers opened fire.

Cisneros was later pronounced dead.

Now her mother is questioning whether there was another way the confrontation could have ended.

A HORRIFYING ATTACK IN THE HEART OF TIMES SQUARE

The incident unfolded on August 31, 2026, near West 42nd Street and Seventh Avenue.

Police said 49-year-old Cisneros first attacked a 68-year-old man before approaching another stranger, 32-year-old Erin Piacenti.

Piacenti, a Bank of America vice president and lawyer, was fatally stabbed in the attack. She had recently returned to work following maternity leave and had celebrated her second wedding anniversary only weeks earlier.

The second victim survived.

According to police, the attacks appeared to be random and unprovoked.

Then Cisneros encountered police.

FOUR MINUTES OF CONFRONTATION

Police Commissioner Jessica Tisch said officers spent approximately four minutes trying to persuade Cisneros to drop the knives.

She refused.

According to police, she made threatening statements toward the officers and continued holding the weapons.

Officers then deployed Tasers.

They did not appear to stop her.

As Cisneros advanced toward officers while still armed, two officers fired their service weapons.

Cisneros was struck and taken to Bellevue Hospital, where she died.

That sequence is now at the center of a growing debate.

Because Pamela’s mother believes there may have been another option.

“WHY DIDN’T THEY GRAB HER?”

In an emotional interview with FOX 5 NY, Cisneros’ mother questioned why officers did not physically restrain her daughter.

“There were so many police… why didn’t they grab her by the arm?” she asked.

Her question has resonated with some people watching footage of the confrontation.

But the circumstances were extremely dangerous.

Officers were dealing with a person who, according to police, had already attacked two people and was still holding two knives.

Whether officers could have safely rushed forward and physically restrained her is something that cannot be determined simply by looking at the number of officers present.

And that is why the investigation into the shooting will be so important.

Authorities will have to reconstruct what happened second by second — including what officers could see, what Cisneros was doing, how quickly she was moving and whether there was a realistic opportunity to use another tactic.

Those details could ultimately determine whether the officers’ actions were justified under department policy and New York law.

HER FAMILY SAYS THEY NEVER SAW THIS COMING

Cisneros’ father, Mario, said he was stunned by what happened.

He told reporters that his daughter had a documented history of mental-health crises and had been receiving monthly medication injections.

He said he had seen her about a week before the attack and believed she appeared to be doing well.

Her brother also said the family had never known her to be violent.

But whatever happened inside Cisneros’ life before that August afternoon remains separate from the immediate question facing investigators:

At the same time, Pamela Cisneros’ family is now grieving a daughter who died moments after the confrontation with police.

Two families are left asking very different questions.

And one of them is now asking publicly:

Could Pamela have been restrained instead of shot?

That question does not establish that officers had a safe alternative.
