The Breath of Life: K-9 Luca and the Groundbreaking Policy That Saved a Hero
The thin line between life and death for a working dog often comes down to minutes and miles. For K-9 Luca, a six-year-old Belgian Malinois serving the Criminal Investigation Division of the Clay County Sheriff’s Office in North Carolina, those minutes were nearly exhausted following a freak industrial accident. Luca was discovered in severe respiratory distress and vomiting after an ozone machine inadvertently activated in an enclosed space where he was located. Exposure to concentrated ozone is known to cause acute, life-threatening lung injuries, and the situation required immediate, high-level intervention.

In a remarkable display of inter-agency coordination, Luca was rushed to a local veterinarian, sedated, and then became the first operational beneficiary of a pioneering medical transport policy. He was airlifted via Life Force Air Medical to the University of Tennessee in Knoxville. This life-saving flight was the culmination of a three-year mission led by Jason Johnson, founder of Project K-9 Hero, and Stacy Prater of Erlanger Health and LIFE FORCE. Their journey began on July 14, 2023, sparked by the harrowing story of K-9 Joker, a Tennessee legend who nearly bled out after being shot in the line of duty because air transport was unavailable to him at the time.
The initiative originally sought to amend “Joker’s Law,” but advocates soon discovered that the barrier was not legislation, but state policy. Through tireless advocacy before the State Veterinary Board and the State EMS Board, Johnson and Prater highlighted the immense value of these K-9 heroes—not only as tactical force multipliers but as significant taxpayer investments and beloved community members. Their efforts successfully shifted policy, leading to a pilot program that established operational treatment and transport guidelines for injured working dogs.

K-9 Luca’s successful airlift serves as the ultimate proof of concept for this program. Without the perseverance of dedicated professionals who refused to accept the status quo, Luca might have faced a long, agonizing ground transport. Instead, he received a “Hero’s Hero” response. As Luca continues his recovery under the expert care of the University of Tennessee College of Veterinary Medicine, his story stands as a testament to the power of vision and the unbreakable bond between handlers and their K-9 partners.
